Modern boilers are more efficient for several reasons, the main reason is that they are all condensing boilers. A condensing boiler has a larger heat exchanger, so it recovers more heat, sends cooler gases out of the flue and is more efficient. The flue gases can be cooled to the point where the water vapour in the gas condenses out, hence the name, and even more energy is recovered from the condensing vapour.

There is a wide range of controls available on the market from standared thermostats to full radiator to radiator control with weater compensation, that will help your heating system work more efficiently and ultimately keep your bills lower.
